Korean adjectives already have 'be ...' in their meanings. For example, 작다 is not just 'small' but 'to be small'. Therefore, you don't need to use 이에요/예요 which consists of extra 이 (to be) and 어요 (casually polite present ending) for adjectives.
작다 (to be small) - 작아요 (am/are/is small)
검다 (to be black) - 검어요 (am/are/is black)
On the other hand, like English, nouns don't have 'be ...' in their meanings, so we need 이 (to be) to complete a sentence and that's why we use 이에요/예요 instead of 아요/어요 unlike adjectives.
집 (house) - 집이에요 (am/are/is (a/the) house)
나무 (tree) - 나무예요 (am/are/is (a/the) tree)

so adjectives go with 아요/어요 and noun with 이에요/예요?
if i want to say 'to be happy' can i say 기쁘 + 어요? how to conjugate them then?

@22pintovanessa It becomes '기뻐요'. When verb/adjective stems which end in a vowel 'ㅡ' go with 아요/어요, the vowel 'ㅡ' disappears.
기쁘다 + 어요 = 기뻐요
슬프다 + 어요 = 슬퍼요
크다 + 어요 = 커요

@22pintovanessa Ah, sorry! I forgot to put the Yang vowel form of 'ㅡ' ending stems. It's 아파요 as you mentioned, in Standard Korean (although 아퍼요 is widely used in the Seoul dialect).
아프다 → 아파요
나쁘다 → 나빠요
바쁘다 → 바빠요
