berbicara = talk
menbicara, dibicara, terbicara = X
they should be:
membicarakan = talk (about something), discuss
dibicarakan = (be talked) the passive form of 'membicarakan'
Kami berbicara tentang masa depan (we talk about the future)
Kami membicarakan kamu (we talk about you)
Kamu dibicarakan oleh kami (literally: you were talked by us)

The root word is bicara (intransitive verb).
Bicara is used in imperative sentences.
Tolong jangan bicara.
With ber- prefix
Berbicara = intransitive verb in active sentences
Mereka berbicara.
With -kan suffix
Bicarakan = transitive verb in imperative sentences
Jangan bicarakan Adam.
With me- -kan confix
Membicarakan = transitive verb in active sentences
Mereka membicarakan Adam.
With di- -kan confix
Dibicarakan = passive sentences verb
Adam dibicarakan mereka
With ter- -kan confix
Terbicarakan = passive sentences verb (with unintentional nuance)
Me- prefix changes to match the next letter.
Mem- = for labial consonants (b, p, f)
Bantu -> membantu
Men- = for dental consonants (d, t, c, j) + z
Dukung -> mendukung
Meng- = for velar consonants (g, k) + vowels and h
Gali -> menggali
Meny- = for s.
Me- = for anything else.
Rajut -> merajut
For k, t, s, p, the first letter is removed.
Kurung -> mengurung
Tari -> menari
Serong -> menyerong
Palu -> memalu

- berbicara (active verbs & intransitive verbs)(It doesn't require an object).
- membicarakan (active verbs, transitive verbs) (It needs an object).
- dibicarakan (passive verbs)
example:
(+) Aku sedang berbicara.(I'm talking)
Subject(Aku) + Predicate/Verb(sedang berbicara)
(+) Dia berbicara sangat cepat.(He speaks very quickly)
Subject(Dia) + Predicate/Verb(berbicara) + Adverb(sangat cepat)
(+) Dia sedang membicarakan acara besok.(he's talking about tomorrow's event)
Subject(Dia) + Predicate/Verb(sedang membicarakan) + Object(acara) + Adverb(besok)
(+) Dia sering sekali dibicarakan oleh orang-orang di sekitarnya. (He was very often talked about by those around him)
- terbicara (it doesn't exist in bahasa Indonesia)

@elza_star No, you have to see the type of verb too. Some verb are naturally transitive, and the others are intransitive.
For example, "lari" (run) is intransitive. You can't say "melari". This is wrong. The correct affix for this verb is "ber". So it would be "berlari".
You can say "melarikan", because "-kan" transform the intransitive verb to transitive.
Another example, "makan" (eat) is transitive. You can't say "bermakan". That is wrong. The correct form is "memakan".
