This is a sentence from article, and I have a problem. What does this sentence mean by "Tom -a candidate whose unfavorable rating were exceeded only by those of Jack."? I though Tom's unfavorable rating were higher than Jack, but the Japanese translation said opposite way. Both in Japanese and English answers are welcomed. Thank you.
